Legal?

Whilst driving along in the road today I spotted a vauxhall Astra with an Intercooler. Nothing unusual about that I hear you say, however this Intercooler was mounted externally in front of the bumper ie bolted to the front of the car.
Not only does this look rather pap I am thinking it cannot be legal surely? It seems like a good way to kill small children.
I am guessing he did it as it was a pretty big IC ( he had moved the number plate to the side) but it seems like a daft idea as stones and all sorts could damage it.
So could that possibly be legal? If not would the plod pull him for it?

Common for oil coolers in modified japanese cars, but not sure about intercooler.
