If the control valve is removed and the holes blocked could this cause the engine not to start??? (I have the 190 ECU)

Yes, you would need ot adjust the TB’s in a way that they get some air, otherwise there wouldn’t be air coming in.

Unless of course you give ot partial throttle to crank. You could start it that way, but may need to keep throttling in order to keep the engine on, until you adjust the minimum opening of the TB’s and the balance.

Doesn’t go even if you open the throttle.

You may have another problem then:
-is the battery fully charged? (cranking is not enough, low voltage makes it not start)
-is there spark? (need to see)
-is there fuel being injected?

I’ve cracked the fuel filter off and theres fuel pressure. But the plugs arn’t wet after all the cranking
