Should the heater controls have illumination of some sort. I know that the AC button and re-circ have blue leds but should the panel be backlit in orange or something. If so I think I have a fuse gone as the surround for the cigarette lighter has gone too. Any idea where the fuse box is?

yes they should be illuminated and yes there is a known issue. For example mine illuminate then after a while go dark then after a further while re-illuminate!
Yet another thing to add to the list for B&C to take a look at!!!
Lotus obviously thought of this & kindly put a small indent in the controls thus allowing you to fumble in the dark at will
