does the dip stick on 08 exige go to the lowest point of the sump?

No, they’re short of the base of the sump.
Only one I’ve used was an expensive garage one on a Smart car, as they don’t have sump plugs at all. Took ages, and you don’t really know if you ever get all the oil out.
Fond memories of “trying” to drain oil out of one of my stranded Smart cars in France …
The biggest drawback in my view is that metal particles don’t get trapped by a magnetic sump plug …Such a stupid idea imho

Had two Smarts and never knew that! Although you could bolt one to an engine stand and just rotate… 
Wouldn’t you just decant into a measuring jug and cross reference with total capacity listed for engine?
and it wouldn’t be any different to a car with oil coolers fitted would it - in terms of maybe not getting all the oil out.
