If we are unable to stay in the Hotel it will be impossible for us to attend, the way I read the rules the hotels will not be open in time, I'm currently hoping Welsh hotels will reopen in time. What do others think?

Hotels are out (unless Wales go a different way) but self catering "staycations" are allowed - so Airbnb/camping/etc seems to be green lit.
Well put it this way, I won't be paying for self contained accom just for myself, and you're unlikely to be able to pay for just one night. So it's not really economic.

Try Airbnb, there's loads* of 1 or 2 night options for £50-£100/night.
*loads normally, who knows what availability will be like when Wales regs are announced.
I'm looking at one for the weekend, just trying to get my head around cancellation implications if the Welsh regs are a little more lethargic to relax.
